Dr. Mongi MARZOUG
Former Minister “Ministry of Energy & Mines” & Director for Renewable Energy and Electrification Markets Development Mission “Orange”
Since February 2017, Dr. Mongi MARZOUG is appointed Director for Renewable Energy and Electrification Markets Development Mission (regulations and economics) within Orange MEA countries. The aim of the mission is to anticipate energy issues and opportunities for Orange Group. It also encompasses the support to Orange MEA regarding energy regulation and economic issues. Since October 2016, He is Orange Group Senior VP of Internet and Sustainable Energy Governance, in charge of developing Orange Group activities with international and regional institutions involved in internet and sustainable energy governance and regulation. In October 2016, Dr. Mongi chaired ITU Global Standards Symposium on Security, Privacy and Trust. From January to August 2016, he has served as Tunisian Minister of Energy and Mines, his main achievements are: Ministry organization and creation of Directorate-General for Renewable Energy and Electricity, adoption by the Government of operational and technical framework and Plan for Renewable Energy, publication of all Oil and Gas contracts on Ministry website for better transparency, adoption and operational implementation of rules to eliminate subsidies for diesel and gasoline (petrol), Technical experts commissions implementation (for legal frameworks, Hydrocarbons, Electricity, Renewable Energy, and Mines). From December 2011 to January 2014, Dr. MARZOUG has served as Tunisian ICT minister, where he oversaw important reforms regarding governance, regulatory framework, and digital economy: designing Tunisia2020 digital strategy; decree establishing the Digital High Council, reform of Telecommunication Code, reform of Digital Development Found, decree creating smart-Tunisia for Digital Investments, and reform of broadcasting services in relation with audiovisual liberalization. From May 2014 to end 2015, Dr. Mongi was Orange Group's VP of Internet Governance and Digital Development. He issued a report on Internet Governance Stakes for Orange Group, and participated to numerous international and regional events related to Internet Governance (ITU, WSIS, UNESCO, IGF, ICANN). Inter alia, He followed UN activities regarding WSIS+10 review and objectives beyond 2015, the IGF mandate renewal, and ICANN stewardship transition and accountability enhancement processes. Dr. MARZOUG has extensive management experience within the telecommunications industry, with a strong expertise on communication networks: technologies, services, costs and business. He holds a patent in the mobile radio network technology, and he has published several scientific and technical papers in this domain. Before 2011, he held various leadership and management positions at Orange Group specializing in mobile network architecture, performance, roaming and cost. He was also the company's Deputy Director of access network in charge of studies, engineering and products. Before 1999, Dr. Mongi served for ten years at Orange Labs, in charge of R&D projects in remote sensing, radar imaging and mobile network planning. He has been a team research leader for over than five years. Dr. Mongi MARZOUG holds an engineer degree from "Ecole Polytechnique" (France) and Telecom ParisTech (France); PhD in physics, and Accreditation to Supervise Research.
